Global patent filings are usually described as a line that only goes up. For twenty years that was broadly true. Then it stopped, and the stall has not really been noticed because the totals are so large that a flat patch looks like a plateau rather than a change.
Worldwide resident patent applications rose from 874,800 in 2000 to 2,385,200 in 2021, an increase of 173%. Across that whole span there are only three years in which the total fell: 2002, 2009 and 2019.
The series high is not 2021. It is 2018, at 2,386,300. Three years later the world was still 1,100 filings short of it. On a base of 2.4 million that difference is trivially small, which is exactly the point: after two decades of near-continuous growth, the period ends flat rather than at a record.
The 2019 fall came entirely from one country
2019 is the largest decline in the series, a fall of 147,100 filings. It is worth asking where it came from, and the answer is unusually clean.
China's own filings fell by 150,247 that year, from 1,393,815 to 1,243,568. That is the single decline in China's entire twenty-one-year series, and it is larger than the fall in the world total. Subtract China and the rest of the world actually rose by about 3,100 filings in 2019.
So the worst year in two decades of global patent data was not a broad retreat. It was one country's administrative correction, large enough on its own to turn a rising world total negative. That is a useful reminder of how concentrated this statistic has become.
How concentrated, exactly
China filed 1,426,644 resident applications in 2021 against a world total of 2,385,200. Roughly three fifths of all resident patent applications on earth were filed in one country. In 2000 the equivalent share was under 3%.
The growth that produced this was relentless. China passed 100,000 filings in 2006 and one million in 2016, and has added about 103,000 filings a year on average since 2010. Its strongest single year was 2016, which added 236,729 filings on its own, more than China's entire annual total as recently as 2009.
What a stall might mean, and what it does not
A flat global total after 2018 is not evidence that invention has stopped. Filing volumes respond to fee structures, to national subsidy programmes and to corporate strategy, and a slowdown in applications can follow a deliberate policy shift toward quality over quantity as easily as it can follow a real slowdown in research.
What it does mean is that the familiar sentence about patent filings rising every year has quietly stopped being true, and that anyone quoting a global figure should check which year it comes from. The related measures point in different directions too: world research and development spending as a share of GDP has kept climbing, and the country-level table shows five major economies filing fewer patents than they did in 2000.
