Research workforces move slowly. Training a researcher takes the better part of a decade, so national figures usually drift rather than jump. South Korea is the exception, and the scale of the change is unusual enough to be worth showing on its own.

In 2000 South Korea had 2,324 researchers per million people. Japan had 5,102, more than twice as many, and led every economy in this comparison. By 2022 South Korea had 9,435 per million and Japan had 5,630. In twenty-two years the ratio inverted almost exactly.

South Korea grew 306%. Japan grew 10%.

The crossover happened between 2005 and 2010

The overtake was not gradual. In 2005 South Korea was still behind, 3,763 against Japan's 5,322. By 2010 it was ahead, 5,429 against 5,117, and it never looked back. Two five-year periods is a very short time to rebuild a national research workforce, and it happened alongside a comparable rise in South Korea's research spending as a share of GDP.

Singapore is the closest comparison, at 8,782 per million in 2022, having grown 111% from an already high base of 4,168. Several European countries made large gains too: Portugal grew 248% to 5,687, and the Netherlands 140% to 6,319, both finishing ahead of the United States.

The United States is not where people assume

The United States had 4,938 researchers per million in 2022, up 39% since 2000. That places it below Japan, Canada, Germany, Belgium, the Netherlands, Portugal, France, Singapore and South Korea in this group.

This measure is deliberately per capita, which is what makes it interesting and also what makes it easy to misread. The United States has an enormous absolute research workforce and spends heavily on research and development. A per-million figure says something different: it describes how research-intensive a population is, not how much research a country does in total. Both numbers are true and they answer different questions.

Two outliers at the other end

Russia is the only country in this comparison whose figure fell, from 3,446 per million in 2000 to 2,658 in 2022, a decline of 23%. It began the period ahead of France, Belgium and the Netherlands and ended well behind all three.

China grew 236%, from 550 to 1,849 per million, one of the largest relative gains here. It also remains the lowest of the twelve, under half the United States figure and under a fifth of South Korea's. China's research effort is vast in absolute terms and still thin relative to its population, and those two facts sit together without contradicting each other.

Researchers are counted in full-time equivalent terms and cover professionals working on the conception or creation of new knowledge, products and methods. The data comes from the UNESCO Institute for Statistics via the World Bank, and coverage is patchy for many countries, which is why this comparison is limited to twelve economies that report consistently across the whole period.
