Countries ranked by total raw sugar production in 2025, measured in million metric tonnes according to USDA Sugar: World Markets and Trade report and ISO Sugarcane data. Brazil dominates global sugar production with a commanding lead over all other producers — its vast cerrado and São Paulo state sugarcane belt enables production of both raw sugar and ethanol from the same crop, giving Brazilian mills the unique flexibility to shift output between sugar and biofuel depending on prevailing commodity prices. This dual-output model, combined with Brazil's year-round tropical growing season and mechanised harvesting infrastructure, has made it the structural price-setter for global sugar markets in a way that its closest competitors India and China, which consume most of their output domestically, are unable to match.
