About This Dataset

10 EU Countries with the Highest Housing Cost Overburden Rates, 2025
Greece leads the current 2025 Eurostat table at 26.4%, followed by Denmark at 14.7%. Housing cost overburden is the share of people living in private households whose total housing costs exceed 40% of disposable household income; both costs and income are net of housing allowances. This is not rent alone, an average cost-to-income ratio or a percentage of households. Eurostat ilc_lvho07a uses annual frequency, PC, all ages, both sexes and all poverty statuses (TOTAL), covering all 27 EU countries. The current EU aggregate is 7.6%. The table was updated October 29, 2026 in the source timezone; older publications may retain different figures, so the chart consistently uses this current API snapshot. Denmark and Luxembourg have breaks in series (b); cross-year comparisons need care. No tenth-place tie occurs. Winter household-budget planning is a plausible seasonal hook as of October 31, not measured rising searches. These are 2025 survey results, not October 2026 bills, mortgage quotations or a forecast of winter hardship.
Analysis

Greece exceeds the EU aggregate by 18.8 percentage points and Denmark by 11.7 points. Only seven countries exceed the EU aggregate; Spain, Bulgaria and Belgium enter the top ten while below it. Greece is about 3.47 times the EU rate. A country can have high housing costs without a high overburden rate if household incomes are also high; this measure ranks budget pressure at a fixed threshold.
