About This Dataset

10 EU Countries with the Highest Housing Overcrowding Rates, 2025
Romania has the highest 2025 overcrowding rate among the 27 EU countries, at 40.4%, followed by Latvia at 38.9%. Eurostat ilc_lvho05a is filtered to annual frequency, PC, all ages, both sexes and all poverty statuses (TOTAL). The denominator is people living in private households, not dwellings or households. Overcrowding means insufficient rooms under a household-composition rule: one shared room, a room per couple, one per other adult aged 18+, one per pair of same-sex children aged 12-17, one per remaining child aged 12-17, and one per pair under 12. It is not population density or square metres per resident. Lithuania and Slovakia are genuinely tied at 27.8%; Lithuania is provisional. There is no tenth-place cutoff tie. The EU population aggregate is 16.8%, not a simple country mean. The data describe 2025 living conditions, not temporary holiday guests. Winter time indoors and year-end housing discussions offer plausible seasonal relevance as of October 31, 2026; rising search demand has not been measured.
Analysis

Romania is 23.6 percentage points above the EU aggregate and 22.5 points above Estonia, tenth. Exactly ten countries exceed the EU aggregate, so this top ten captures every above-benchmark country in the current table. The 1.5-point gap between Romania and Latvia is much smaller than the 6.4-point gap between Latvia and Bulgaria. The equal Lithuanian and Slovak values must not be presented as a performance difference.
