About This Dataset
10 EU Countries with the Highest Inability to Meet Unexpected Expenses, 2025
In Greece, 50.5% of people lived in households unable to meet an unexpected essential expense from their own resources in 2025, the highest share among all 27 EU countries. This chart selects the ten highest observations in Eurostat ilc_mdes04, with household composition TOTAL, poverty threshold TOTAL, annual frequency and unit PC. The denominator is people living in private households, not the number of households; all income groups are included. The expense threshold is nationally defined, so countries are not being asked to cover one identical euro amount. This is enforced financial inability, not a choice to avoid spending, a savings-balance measure or the share already in arrears. Lithuania's 41.1% is provisional. The EU aggregate, 29.2%, is a population benchmark rather than an unweighted country average. No tie occurs at the tenth-place cutoff. Values refer to 2025 survey conditions, not October 2026 bills. Winter repairs and holiday budgeting provide plausible upcoming seasonal relevance as of October 31, 2026; rising search interest has not been measured.
Analysis
Greece exceeds the EU benchmark by 21.3 percentage points and tenth-ranked Croatia by 19.3 points. Twelve of the 27 country rates are above 29.2%; Portugal equals it. This distinction matters: a top-ten chart omits two other countries above the EU benchmark.
