About This Dataset

10 EU Countries with the Highest Utility-Bill Arrears Rates, 2025
In Greece, 31.9% of people lived in households reporting utility-bill arrears in 2025. The ranking selects the ten highest shares among all 27 EU members from Eurostat EU-SILC ilc_mdes07. Filters are household composition Total, risk-of-poverty threshold Total and unit Percentage. Arrears concern scheduled utility payments, such as heating, electricity, gas and water, not paid on time because of financial difficulties during the preceding 12 months. Values are shares of people in affected households, not shares of bills, unpaid money, disconnections or household counts. This differs from inability to keep a home warm: a household can experience one without the other. The EU aggregate is 7.0%; nine member states exceed it. All 27 have numeric observations and no cutoff tie is omitted. Source data were updated October 20, 2026. Winter budgeting is a plausible approaching seasonal hook as of October 30, not evidence of rising search demand or a winter 2026–27 arrears forecast. The ranking describes survey point estimates, not statistically tested differences.
Analysis

Greece’s rate is 14.2 percentage points above Romania’s and 24.9 points above the EU aggregate. Hungary ranks tenth at 6.3%, below the 7.0% EU benchmark. These country percentages cannot be added into an EU total.
