About This Dataset

10 EU Countries with the Highest Shares Unable to Keep Homes Adequately Warm, 2025
Greece has the highest reported share among the 27 EU member states: 18.1% in 2025. This chart selects the ten highest country estimates in Eurostat EU-SILC dataset ilc_mdes01, with household composition Total, risk-of-poverty threshold Total and unit Percentage. The denominator is people living in households, not the number of dwellings or just low-income households. The indicator records inability to afford adequate warmth; it is a household assessment, not a measured indoor-temperature threshold or a forecast of winter 2026–27. Lithuania’s 16.7% is provisional. All 27 member states have observations; the EU aggregate of 8.8% is a benchmark, not a country ranked in the chart. No tie occurs at the tenth-place cutoff. The October 20, 2026 data update is a current source hook, and the approaching heating season offers plausible seasonal relevance as of October 30; rising search interest has not been measured. Small differences between survey estimates need not be statistically significant.
Analysis

Greece exceeds the EU aggregate by 9.3 percentage points. Only eight of the 27 members exceed 8.8%; Italy and Slovakia are in the top ten but below that benchmark. The first-to-tenth gap is 10.0 points.
