Commercial Electricity Prices by State 2024EIA compiles annual electricity sales and revenue from the EIA-861 family of forms. The average retail price is revenue divided by electricity sold within the selected sector or combined sectors.
EIA notes that utilities may classify commercial and industrial customers using industry codes or usage thresholds in their rate schedules.
These are annual state averages for 2024, not current tariffs or individual price quotes. Customer accounts are not people. Washington, DC, territories and regional totals are excluded. Values are rounded to two decimal places.
The commercial ranking spans 7.19 US cents/kWh in North Dakota to 38.18 in Hawaii. California is next at 25.54. The US sales-weighted benchmark is 12.75 US cents/kWh, exceeded by 14 states. It includes Washington, DC.
