What this chart shows. The 25 states whose power plants generated the most electricity in 2025, in terawatt-hours. Texas led with 590.9 TWh, 13.3 per cent of the US total of 4,430 TWh, followed by Florida with 267.8 and Pennsylvania with 246.7.
How the data is collected. Net generation is the output of utility-scale power plants, those of 1 megawatt or more, after the power they use themselves, reported to EIA on Form EIA-923. Small-scale solar on rooftops is not included in these state totals.
Background. Comparing generation with retail sales shows which states export power. Pennsylvania generated 1.7 times as much as it sold to its own customers, while California generated 205.9 TWh against sales of 238.0, and Virginia and Tennessee generated less than three quarters of what they used.
Limits. Generation and sales are not a perfect match even in a closed system, because some power is lost in transmission; the ratio is a rough indication, not an exact trade balance. The 2025 numbers are preliminary.
