What this chart shows. The 25 states that bought the most electricity in 2025, measured as retail sales to homes, businesses, industry and transport, in terawatt-hours. Texas led with 519.7 TWh, 12.8 per cent of the national 4,058 TWh, followed by Florida with 257.9 and California with 238.0.
How the data is collected. Retail sales are the electricity that utilities and other retailers sell to end users, reported monthly to EIA on Form EIA-861M. Power that businesses produce and use themselves, such as rooftop solar used on site, is not counted as a sale.
Background. Texas used 2.0 times as much electricity as Florida, the second-largest consumer. Across the country, retail sales grew from 3,975 TWh in 2024, a rise of 2.1 per cent.
Limits. Totals reflect population, climate and industry together, so large states rank high whatever their efficiency. The 2025 numbers are preliminary.

Virginia, 6th with 144.7 TWh, generated only 106.0 TWh at utility-scale plants, so it must have brought in power from other states.
