What this chart shows. The 20 countries that generated the most electricity from solar panels and solar thermal plants in 2025, in terawatt-hours (TWh), according to the energy think tank Ember. China produced 1,174.9 TWh, 42.3 per cent of the world total of 2,778.6 TWh. The United States was second with 388.8 TWh and India third with 196.0 TWh.
How the data is collected. Ember builds its yearly electricity dataset from national statistics offices and multi-country sources such as the US Energy Information Administration, Eurostat and the United Nations. The 2025 release has figures for 91 countries. For the United States the figure, which includes small rooftop systems, matches the 388,820 gigawatt-hours of total solar generation published by the US Energy Information Administration.
Background. In its Global Electricity Review 2026, Ember reports that solar generation grew by a record amount in 2025. In its data the world total rose from 2,142.9 to 2,778.6 TWh, up 29.7 per cent, and the increase of 635.7 TWh equals 77 per cent of the growth in world electricity demand, 822.0 TWh.
Limits. Several large electricity producers have no 2025 figure in this release, among them Saudi Arabia, Indonesia, the United Arab Emirates and Iraq, so they cannot appear in the ranking. Values for the latest year are provisional and Ember revises them when national statistics are updated.

Analysis
China, the United States and India together produced 63.3 per cent of the world's solar electricity in 2025. Pakistan climbed to 36.6 TWh from 19.8 TWh a year earlier.
