About This Dataset

Countries That Collect the Least Tax 2024
The twenty countries with the lowest tax revenue (% of GDP) in 2024, from World Bank figures for the 89 countries that reported that year. United Arab Emirates records the lowest figure at 0.65, with Somalia (2.24) and Ethiopia (3.40) next. Central government tax revenue as a share of GDP. Social security contributions and taxes raised by regional or local governments are excluded, so federal countries look lower than their true tax burden.
Analysis

United Arab Emirates (0.65), Somalia (2.24) and Ethiopia (3.40) record the three lowest figures. Across the twenty shown, values run from 0.65 up to 12.63, a spread of 11.98. Somalia, the next country up, records 3.45 times the figure for United Arab Emirates. No other country in the table is within double the lowest figure of 0.65. The chart shows the twenty lowest of 89 reporting countries, so it describes the bottom of the distribution rather than the world average. Countries recorded as zero are left out: the World Bank writes zero where a country did not report.
