Rule of Law Index 2024 by CountryNorthern Europe dominates the top of the global rule-of-law ranking. Denmark leads with a score of 0.90, followed by Norway (0.89), Finland (0.87) and Sweden (0.86) - the four Nordic states form a clear top tier, reflecting strong institutions, low corruption and well-functioning courts. A cluster of countries then ties at 0.83: Germany, New Zealand, Luxembourg and the Netherlands, with Ireland and Estonia just behind at 0.82. The narrow spread among the leaders (0.82 to 0.90) shows how tightly grouped the world's best-governed countries are, and that nine of the top ten are European. The World Justice Project notes that global rule of law has declined for seven consecutive years, making these high-scoring, stable democracies increasingly exceptional.
