Ukraine ($64.7B) and France ($64.7B) are tied, reflecting Ukraine's wartime mobilisation lifting it into the top eight despite its far smaller economy. The top five spenders alone account for roughly 60% of the world total, underscoring how concentrated global military power is among a handful of states.
