Rankings usually shuffle. This one turned completely inside out.
In 2000, resident patent applications by country had Japan at the top with 387,364 filings. China filed 25,346 that year, fewer than the United Kingdom, fewer than Russia, and just over one fifteenth of Japan's total. Japan was not merely ahead, it was in a different category.
By 2021 China filed 1,426,644 resident applications, roughly five and a half times the United States total of 262,244. Japan had fallen 43% to 222,452, putting it third. The country that led by fifteen to one was now filing about one sixth as many patents as the country it led.
Five of the twelve largest filers went backwards
The China story tends to absorb all the attention, but the more surprising half of this data is how many established economies simply filed fewer patents in 2021 than they had in 2000. Five of the twelve largest filers declined outright: the United Kingdom fell furthest at 47%, followed by Japan at 43%, Germany at 23%, Russia at 16% and France at 3%.
These are not small or marginal patent systems. The United Kingdom went from 22,050 resident filings to 11,592. Germany went from 51,736 to 39,822. Whatever domestic inventive activity these numbers capture, more than two decades of it points down.
The United States grew, but modestly by the standards of this table, from 164,795 to 262,244, a rise of 59%. South Korea more than doubled from an already substantial base, 72,831 to 186,245, which left it fourth largest in 2021.
The steep risers started from almost nothing
Turkey went from 277 filings to 8,234, and India from 2,206 to 26,267. Both are enormous percentage gains, and both remain far below the leaders in absolute terms. That is worth keeping in view whenever a growth rate is quoted without its starting point.
What this measure does and does not capture
These are resident filings, meaning applications made by residents of a country at their own national patent office. That is deliberate. The alternative, total applications, is inflated in large consumer markets by foreign companies protecting products they intend to sell there, which measures the attractiveness of the market rather than the inventiveness of the country.
It is also worth saying plainly what a patent count is not. It is a count of applications, not of granted patents, and certainly not of useful inventions. Filing behaviour responds to subsidies, to office fees, and to corporate policy. A rising line means more applications are being filed, which is a real fact about a country, but not automatically a statement about the quality of what is inside them.
For the other side of the same question, high-technology exports as a share of manufactured exports measures what a country actually ships rather than what it files, and it tells a noticeably different story: China's share fell from 32.15% in 2010 to 26.57% in 2023.
