Countries with Most FIFA World Cup Appearances

Nations ranked by the number of FIFA World Cup final tournaments they have appeared in. Brazil heads the list on 23 — the only country to have played in every edition of the competition since it began in 1930. Germany follows on 21 and Argentina on 19.

The most interesting comparison in this table is Mexico. With 18 appearances, Mexico has qualified as often as Italy, a four-time world champion, and more often than Spain, England or France on 17 each. Mexico has never won the tournament. Appearing at a World Cup and winning one turn out to be almost unrelated achievements: qualification rewards consistency over decades within a confederation, while winning requires seven matches to go right in a single month.

Eight nations have reached 17 or more tournaments, and the drop below them is gradual rather than sharp — Belgium and Uruguay on 15, then a cluster of Switzerland, Sweden and Serbia/Yugoslavia on 13.

Three entries in this list carry two names, and the reason is worth stating plainly. Serbia/Yugoslavia (13), Russia/Soviet Union (11) and Czech Republic/Czechoslovakia (10) each combine the record of a state that no longer exists with that of the team FIFA recognises as its successor. This follows FIFA's own practice, but it means those totals span political entities that were not the same country, and a reader comparing them with Brazil's 23 should keep that in mind.

One more caveat: this counts appearances at the final tournament, not matches played or qualifying campaigns entered. Expansion matters too — the tournament has grown from 13 teams in 1930 to 48 in 2026, so recent appearances were, in a purely arithmetic sense, easier to earn than early ones.
