Eight countries ranked by international tourist arrivals in 2025, in millions of visitors. France leads on 100 million, ahead of Spain on 95 million and the United States on 90 million.

The eight destinations here receive 579 million arrivals between them. France alone accounts for 17.3 percent of that, and the top three take 49.2 percent — close to half the total from three countries. The margin at the top is narrow: five million arrivals separate France from Spain, which is under one percent of the combined total and well within the range that revisions to national estimates can move.

What an arrival actually is deserves attention, because it is the reason this ranking looks the way it does. The count records border crossings by visitors staying at least one night, not individual people. Somebody who visits three countries on one trip is counted three times, once in each. France, sitting at the junction of western Europe with land borders on six countries, records a large number of short stays and people passing through on their way elsewhere, and countries in a similar position benefit the same way. An island destination that receives fewer but longer visits can generate more tourism revenue while ranking lower here.

That is why arrivals and tourism income produce different league tables. The United States, third on 90 million arrivals, has for years earned more from international tourism than any other country — visitors travel further to get there and stay longer once they have.

Figures for the most recent year are provisional and are revised as national tourism boards finalise their counts, so small gaps between neighbouring countries in this table should not be treated as settled.
