Largest Foreign Aid Donors 2024 (Net ODA)The United States remains the single largest donor of foreign aid at $63.3 billion, roughly 30% of all aid from OECD Development Assistance Committee members. Germany is a distant second at $32.4 billion - about half the US total but still far ahead of the rest. The United Kingdom ($18.0B), Japan ($16.8B) and France ($15.4B) form a closely matched third tier. While the US leads in absolute dollars, its aid represents a much smaller share of national income than that of several smaller European donors, which more often meet the UN's 0.7%-of-GNI target. Overall aid fell in 2024 for the first time since 2018, a decline set to deepen as major donors announce further budget cuts.
