Countries with the Most Women in Parliament 2025Rwanda leads the world by a wide margin, with women holding 63.8% of lower-house seats - the only country where women form a clear supermajority, a legacy of post-genocide constitutional gender quotas. Cuba (55.7%) and Nicaragua (55.0%) also exceed 55%. A tight group sits right at parity: Mexico (50.2%), Andorra (50.0%) and the United Arab Emirates (50.0%) all reach or cross the 50% mark. Costa Rica (49.1%), Bolivia (46.2%), Iceland (46.0%) and South Africa (44.7%) round out the top ten. The list spans Africa, Latin America, Europe and the Middle East, showing that high female representation is driven less by wealth than by electoral systems and deliberate gender-quota policies.
