Countries ranked by patent applications filed in 2025, in thousands. China leads with 1.68 million applications, ahead of the United States on 600,000 and Japan on 290,000.

The scale of China's lead is the headline: it files 2.8 times as many applications as the United States, and 52.3 percent of all applications in this eight-country table. The next four countries combined — the United States, Japan, South Korea and Germany — total 1.29 million, still well short of China's figure on its own.

What an application is worth reading carefully. This counts filings, not granted patents, and not inventions. A large share of Chinese filings are domestic utility model applications, which cover incremental improvements and are examined less stringently than the invention patents that dominate filings in the United States, Japan and Europe. Comparing raw application counts between countries with different patent systems therefore overstates the difference in inventive output.

A second distortion runs the other way. Companies in smaller economies frequently file directly at the European Patent Office or through international routes rather than at home, so national counts understate their activity. South Korea's 240,000 filings from a population of about 52 million is the highest per-capita figure in this table by a wide margin, and per-capita ranking would reorder the list substantially.

Patent statistics are best used as a measure of how much a country's institutions encourage filing, and only loosely as a measure of innovation. Citations, granted patents and patent families are narrower but more informative series.
