Latvia has the highest reported plastic packaging waste recycling rate in this 2024 EU snapshot, at 71.0%. The chart selects the ten highest numeric country values from Eurostat env_waspac: plastic packaging W150102, recycling RCY, and rate RT_TGT2025, the calculation framework for 2025 targets and onwards. The observation year remains 2024; the unit code does not mean these are 2025 observations or targets. The rate compares recycled plastic packaging waste with generated plastic packaging waste across the whole economy. It does not measure recycled content in new products, collection alone, all plastics or energy recovery. There are 23 EU countries with numeric values in this snapshot; Bulgaria, Hungary, Romania and Sweden are missing and not ranked as zero. Poland and Czechia are provisional; Italy and Slovakia carry differing-definition flags. The Netherlands and Slovakia both have 48.6% and share the same value; their display order implies no advantage. No cutoff tie is omitted. The EU aggregate is 42.4%.
