States With the Most Homeless Veterans 2025How the data is collected. A veteran here is any adult who served on active duty in the U.S. armed forces, whether or not they qualify for Department of Veterans Affairs benefits. Veteran status is recorded during the January Point-in-Time count, from shelter records and from the questions asked of people found outside, and HUD publishes the counts in a separate veterans file.
Background. Veteran homelessness has fallen by more than half since its peak in this series, 74,087 in 2010, as federal programs such as HUD-VASH housing vouchers expanded. The 32,495 counted in 2025 is 1.2% below 2024 and the lowest in the series except 2021, when the pandemic limited the count. It rose in 25 states and fell in 23.
Limits. Veteran status is self-reported in street interviews and is not checked against military records on the night of the count. Small states have only a few dozen homeless veterans, so a change of ten or twenty people moves their figures a lot. Wyoming had 48 and North Dakota 28.
The U.S. counted 32,495 homeless veterans in January 2025, down from 74,087 in 2010; California had 8,686 of them, more than Florida and Texas combined.
