Internally Displaced People by Country 2025

What this chart shows: the countries with the most internally displaced people (IDPs) at the end of 2025 in UNHCR's statistics. UNHCR defines IDPs as people who have been forced to leave or abandon their homes and who have not crossed an internationally recognised border.

How the data is collected: UNHCR compiles data only on conflict-generated IDPs to whom it extends protection or assistance, in 38 countries at the end of 2025. Its methodology states plainly that these statistics do not give a complete overview of global internal displacement; the Internal Displacement Monitoring Centre (IDMC) covers people displaced by disasters as well, and UNHCR's methodology page says IDMC figures are used for its overall forced-displacement total. The country figures here add up to 64.2 million, while the Global Trends report gives 68.7 million people displaced within their own country.

Background: UNHCR calls Sudan the largest internal displacement crisis in the world, with 9.1 million people displaced within the country at the end of 2025. In the Democratic Republic of the Congo, it reports 3.9 million newly displaced people during the year, and nearly 3.6 million returns after IDP settlements around Goma were forced to close by the M23 armed group, which took control of the city. UNHCR says many returns in DR Congo, Sudan and Syria happened in adverse conditions. In Gaza, 1.4 million Palestine refugees were also internally displaced in 2025; UNHCR counts them under UNRWA's refugee figures instead.

Limits: figures for some countries were reported unchanged from 2024 (Yemen and Burkina Faso have identical values in both years), so they may not reflect movements during 2025. The chart shows the number of people displaced at the end of the year, not how many were newly displaced during it.
