These figures are unmatched anywhere and stem from labour migration systems that import workers on temporary contracts while rarely granting citizenship, so the migrant share never falls. Kuwait's 67.3% follows the same model. The rest of the list is made up of micro-states and Caribbean territories: Monaco, Liechtenstein, Aruba, Sint Maarten and the Virgin Islands all exceed 60%, where tiny native populations are easily outnumbered. No large Western nation appears, despite migration dominating their politics, because even the highest such shares are well under 30%.
