The top of this ranking is frozen in the album era: the Beatles (600 million), Elvis Presley (500 million) and Michael Jackson (400 million) built their totals when owning music physically was the only option. No artist who debuted after the 1980s comes close to the top three, and the gap is likely permanent - streaming pays in plays, not units sold. Rihanna (250 million) and Taylor Swift (200 million) are the only artists of the digital generation on the list, and both got there partly through massive digital singles sales in the 2000s and 2010s. The clustering of Elton John, Madonna, Led Zeppelin and Queen at around 300 million shows how remarkably even the second tier of music history is.
