Countries with the Lowest Unemployment 2025
The twenty countries with the lowest unemployment (% of labour force) in 2025, from World Bank figures for the 182 countries that reported that year. Qatar records the lowest figure at 0.13, with Cambodia (0.26) and Niger (0.39) next. The share of the labour force without work but available for and seeking work, modelled by the ILO. People who have stopped looking are not counted as unemployed, so a country with little formal employment can post a low rate.

Cambodia, the next country up, records 2.00 times the figure for Qatar. 2 of the 20 sit within double the lowest figure, 0.26 or less. The chart shows the twenty lowest of 182 reporting countries, so it describes the bottom of the distribution rather than the world average. Countries recorded as zero are left out: the World Bank writes zero where a country did not report.
