This chart ranks countries by the share of the population aged 25 and over that has completed at least upper secondary education in 2023, the equivalent of finishing high school. It measures the educational floor of a society rather than its elite.

Analysis

Belarus (97.9), Armenia (92.8) and Russia (92.7) take the top three in Population Aged 25+ Completing at Least Upper Secondary Education (%) in 2023. Values run from 97.9 at the top to 90.1 at the bottom, a spread of 7.80. Most of that gap is between first and second alone (5.10 of 7.80); the other 9 are separated by just 2.70.
