What makes this ranking valuable is that no wealthy Western nation appears: developing economies dominate, with Kenya, Morocco, Senegal, Uzbekistan, Guatemala, Kyrgyzstan and Paraguay all above 21%. This reflects two forces at once, a genuine political priority on education and the fact that these states spend far less on pensions, healthcare and debt servicing than rich countries do, leaving education a larger slice of a smaller pie. Every country listed devotes more than a fifth of its budget to education.
